After T-2713 bushings have been installed they must be reamed for the spindle bolt to fit. This special reamer reams both upper and lower bushings at the same time so they are aligned with each other. This is not an of-the-shelf reamer, it is made just for the Model T.

These studs will just push through the hole, and the shoulder of the stud actually gets squashed against the drum. This is the tool that squashes the shoulder against the drum.
