The cutout basically functions like a switch. When you start the car, the points pull together to make the current flow from the generator to the battery. If the cutout would happen to fail, you could remove the cutout and hook the wires direct. You just have to remember to remove those wires from the terminal of the cutout as soon as you shut the car off. Those wires that hook to the outbound side of the cutout are hot all the time, so be careful not to short them out against any metal.
