Holds the apron in place, 1928-29 uses 4 oval head machine screws that go through the front edge of the fender and into D-nuts that are in the apron. 1930-31 uses a set of four 1/4-28 round head machine screws and lock washers that hold the radiator splash apron on. These screw into the heads of the special bolts that hold the front bumper brackets on. U.S.A.
